Buyer's guide: licensing & permitting platforms
A practical set of questions for evaluating intake, review, payments, configuration, and ownership.
Define the workflow before the feature list
Choose one representative application and walk it from draft through approval and renewal. Record each decision, document requirement, actor, and exception. Ask vendors to demonstrate that journey using a sample record rather than disconnected features.
- What happens when a document is missing or rejected?
- Who can change requirements and approve the change?
- Can an applicant see the next step?
- What happens to a submitted record when the form changes?
Test configuration and control together
Ask a staff user to make a routine change, obtain approval, publish it, and inspect the history. Define the boundary between configuration and a code change in the contract. A flexible form editor does not by itself establish safe access or audit behavior.
- Versioned forms and notices
- Role-scoped document access
- Upload scanning and error handling
- Hosted or tokenized payment flow
- Identity and localization requirements
Make the exit path measurable
Request a sample export, data dictionary, and deployment handoff early. Acceptance should include an export the customer can read and reconcile. List third-party licenses and the responsibilities that remain after transfer.
- Source and deployment rights
- Data dictionary and attachments export
- Reconciliation test
- Operations runbook
- Transition responsibilities and support terms
